Worried about the impending catastrophe, all ministers of King Bhāhubalī and Emperor Bharata, collectively decided to approach them and request a limited Dharma yuddha (righteous battle). First, they met Emperor Bharata, the sovereign ruler of the six continents. When he asked them the purpose of their visit, they replied, "Your Majesty, Yuvaraja (prince) Bāhubalī has resolved to fight with iron weapons. Thus, it is certain that the army will not be able to enter Podanpur city along with you as they will already have succumbed on the battlefield. Since you both are great and mighty warriors, your fight using weapons on the battlefield will result in catastrophic devastation on this earth. When both of you endowed with Vajrakaya will enter the battlefield, it will result in a (destructive) situation similar to two intoxicated elephants entering a shop selling glass bangles.” Emperor Bharata possessed great wisdom, far-sightedness, and patience. Hence he interrupted them and asked, “Say, what do you all seek?' They replied, “Yes, Your Majesty, we have devised a solution through mutual consultation, but we fear you will find it inappropriate.” Emperor Bharata said, “Speak openly; My welfare lies in the welfare of the citizens. Hence, tell me.”
The ministers said, “Majesty, considering the welfare of the subjects, the army, and the country, we suggest you choose to have a limited Dharma yuddha (righteous battle). We believe that apart from Drishti yuddha (battle of staring in each other's eyes), Jala yuddha (battle in water), and Malla yuddha (wrestling), there should be no other combat.' Hearing this plan, Emperor Bharata agreed and said, “There was no need to discuss this further. I do not have any objection to your proposal. The decision now depends on Bāhubalī, and we can proceed as per his feedback.” Satisfied that everything happened as planned, they all proceeded to meet Bāhubalī. They paid their respects to Bāhubalī. When he inquired about the reason for their visit, they said, 'Your Highness, we wish to make a request, but we fear your displeasure.' Bāhubalī replied, “I have understood the intent of your visit. You are here to prevent the battle. It is not possible.” The ministers said, “No, no, Your Majesty! The battle should indeed happen. We are not here to stop it.” Bāhubalī smiled and said, “In that case, there is no need to be afraid. Speak openly.” The ministers said, “Both of you should fight with each other. While you both have nothing to fear as you are mighty warriors, involving the army in this great battle will needlessly destroy them. Hence, we request you to accept the proposal of a limited Dharma yuddha (righteous battle).” Satisfied after hearing this, Bāhubalī agreed to the proposal.
The ministers explained the details of limited Dharma yuddha and stated, “First, there will be Drishti yuddha which will involve staring at each other's face without blinking. Whoever blinks their eyes first will be considered defeated. Next, there will be Jala yuddha, where one has to throw water on the face of the opponent. Whoever looks away first (to avoid water) will be defeated. Finally, the last and strongest battle will be Malla yuddha. In this, you will use the strength of your arms. Whoever lifts their opponent with one hand first will be victorious. In this way, these three battles will decide the victor. Hearing the minister’s proposal, Bāhubalī agreed to these three battles and asked them to inform Emperor Bharata to meet him on the battlefield. With great satisfaction, the ministers returned to meet the Emperor and shared the entire story. They decided that if Kāmadēva lost the battle, he would bow before the Emperor. If Emperor Bharata lost, then King Bāhubalī would return without bowing down before Emperor Bharata and take up the responsibilities of Podanpura's governance.
धर्मयुद्ध की जानकारी – भविष्य में होने वाले महाविनाश से चिन्तित बाहुबली एवं भरत के समस्त मन्त्रिजनों ने उनके समक्ष जाकर धर्मयुद्ध की प्रार्थना करने का निर्णय लिया। सर्वप्रथम वे षटखण्डाधिपति चक्रवर्ती सम्राट भरत के समक्ष गये। भरत ने उनसे उनके आने का कारण पूछा तो उन्होंने कहा “स्वामिन! युवराज बाहुबली ने लोहास्त्र से युद्ध करने की ठानी है अतः निश्चित ही आप के साथ तो सेना नगर में प्रवेश नही कर सकेगी क्योंकि उन सभी का विनाश तो युद्ध स्थल में ही हो जायेगा क्योंकि आप लोग तो महापराक्रमी हैं, महायोद्धा हैं। जब आप लोग हाथों में अस्त्र लेकर युद्ध करेंगे तो इस धरती पर तो प्रलयकाल सम विनाश ही छा जायेगा। आप दोनों तो वज्रकाय हैं, जब आप सम देही युद्धभूमि में प्रवेश करेंगे तो काँच की चूडियों की दुकान में दो मदोनमत्त हाथियों के प्रवेश के समान स्थिति हो जायेगी। सम्राट भरत अधिक बुद्धिमान, धैर्यवान एवं दूरदृष्टिवाले थे अतः उन्होंने बीच में ही रोककर उन्हीं से पूछा “कि आप लोग क्या चाहते हैं, वह कहें?” तो उत्तर में उन्होंने कहा “जी सम्राट, हमने मन्त्रणा करके एक उपाय खोजा है परन्तु भय इस बात का है कि आपको वह उपयुक्त लगे अथवा नही!” भरत बोले कि आप निःसंकोच होकर बोलें, प्रजा के हित में ही मेरा हित है, अतः बतायें। मन्त्रियों ने कहा “स्वामिन! प्रजा, सेना और देश के हित का विचार करते हुए आप धर्मयुद्ध स्वीकार कीजिये। दृष्टि युद्ध, जल युद्ध एवं मल्ल युद्ध, इन तीन के अलावा और कोई युद्ध नही होना चाहिए, ऐसा हमारा विचार है।” उपाय सुनते ही भरत ने स्वीकृति दी और कहा कि मुझसे पूछने की आवश्यकता नही है, मुझे इसमें कोई आपत्ति नही, बाकि बाहुबली जैसा चाहेगा, उसकी इच्छानुसार कार्य करें। जैसा सोचा था, वैसा ही पाया, इस बात को मन में धारण कर वे सभी वहाँ से संतोष पूर्वक बाहुबली के पास चले गये। बाहुबली के समक्ष जाकर सभी ने प्रणाम किया, बाहुबली ने उनसे वहाँ आने का कारण पूछा तो वे बोले की “स्वामिन्! आप से कुछ प्रार्थना करना चाहते हैं परन्तु आपके नाराज होने का भय है।” बाहुबली बोले “मैं समझ गया, आप लोग युद्ध रुकवाने ही मेरे पास आये हो और क्या? परन्तु ऐसा कदापि संभव नही है।” मन्त्रीगण बोले “नही, नही महाराज! युद्ध तो होना ही चाहिये, हम यहाँ युद्ध रुकवाने नही आये हैं।” तब बाहुबली प्रसन्न होकर बोले कि “तब डरने की आवश्यक्ता नहीं, बोलो जो बोलना चाहते हो।” मन्त्रीगण बोले कि युद्ध होने दीजिये परन्तु सम्पूर्ण सेना के साथ नही, आप दोनों का परस्पर भुजबल युद्ध होना चाहिये क्योंकि आप तो महाबली हैं आपको तो कोई भय नही परन्तु इस महायुद्ध में व्यर्थ में ही सेना का नाश होगा अतः हमारी विनती है कि इस धर्मयुद्ध के प्रस्ताव को स्वीकार करें। बाहुबली को भी जानकर यह संतोष हुआ और उन्होंने स्वीकृति दी। मन्त्रियों ने धर्मयुद्ध की सम्पूर्ण जानकारी देते हुए कहा कि सर्वप्रथम दृष्टि युद्ध होगा जिसमें एक-दूसरे के मुख बिना पलक बंद किये देखना है, जिसके नेत्र पहले बंद होंगे वह हार जायेगा। दूसरा जलयुद्ध होगा जिसमें एक-दूसरे के मुख पर पानी फेंकना होगा वहाँ जो पहले मुख को हटायेगा वह पराजित होगा तथा अन्तिम एवं सबसे बलशाली है मल्लयुद्ध, जिसमें आप अपनी भुजाओं के बल का प्रयोग करेंगे, वहाँ जो पहले अपने प्रतिद्वन्द्वी को एक हाथ से उठा लेगा वह विजयी होगा। इसप्रकार इन तीन युद्धों के माध्यम से विजयी का निर्णय होगा। महाराज! मन्त्रीयों के विचार सुनकर बाहुबली ने इन तीनों युद्धों की स्वीकृति दी और युद्धभूमि में मिलने का संदेश भरत के लिये दिया। बहुत संतोष के साथ सब वहाँ से सम्राट के पास गये और सारा वृत्तांत उन्हें सुनाया एवं यह निर्णय हुआ कि यदि कामदेव हारेंगे तो वे चक्रवर्ती सम्राट के चरणों में नमस्कार करेंगे और यदि भरतेश की हार हुई तो बाहुबली भरतेश को नमस्कार किये बिना लौट जायें और निश्चिंत होकर पोदनपुर का राज्यभार संभालें।
